My mother's internet service has been cut off several times for copyright violations already. I think 3 times in the past 5 or 6 years. Twice for my brother downloading hbo tv series, flight of the conchords and lucky louie, and once for "suspicious bandwidth usage" I think they called it. So, at least here in the states, your internet usage is already being monitored. So, that part isn't going to be any different.

Other than that, the united states has always been pretty open about violating the constitutional rights of individuals for corporations to make a little extra money, so it shouldn't be so surprising.
