For me the best way to get stronger is to use weights and progressively overload the weight used.
Anything else is sub-optimal.

You can get stronger, just not as quickly.
If I was doing bodyweight stuff I'd try to structure it in a similar way to a weights workout. Progressive overload. If strength is the main goal I'd shy away from the circuit type training.
As a beginner reps & sets aren't so important. Pick a scheme and get better at it for a while. Off the top of my head I'd say go for 6s and 8s, just because that's what I used to do.
