I think it will just take time. Muscles tend to repair and develop at a different speed to tendons and ligaments. So at different times, the muscles will be stronger than the ligaments, or the ligaments will be stronger than the muscles etc etc. Getting back into a sport will exaggerate those differences. So it will just require plenty of patience.
I know you only want to race, and don't want to keep riding if you can't race, and I would definitely be the same. But given time, I'll think you'll get back !
