if someone works the calves should he balance the work by working the Shin (Tibialis Anterior) ?
(the same way you need to balance back and abs)

I think you're worrying too much. Just work the legs hard (i.e. squat) & you'll be fine. Even if you do masses of calf isolation work I've never heard of this causng people trouble.
Meat is still murder, dairy is still rape.

think about the muscles mate, their function is totally different and not antagonistic muscle groups like abs/back or hams/quads

I have shoulder problem and after trying some things i think!!! that the solution is to do the most amount of exercises i know from sports band to small weights and push/pull ups ect ...
and i want to do the same for my legs and theres a calve machine in the gym and i want to try it -
so you are saying theres no need to balance calve work ? did i get it right ?

I thought they were?
To the OP though, as long as you progress gradually then every day activities (walking around standingout of/sitting down into chairs etc.) will balance them out for you, no worries.
