Italy "bans" fur farming - again!

well, it does look like it makes a difference to the animals which kind of political party is in power:

In these days the italian parliament voted on a law on animal welfare.
This law was initially discussed, approved and put into effect in 2001 and
had substantial changes for some animal abusing industries.... but it was
immediately deleted by berlusconi's government not so much later....

The new left wing government in Italy had promised to put it in practice
again and, strange as it seems, they really did it.

So, the big effects of this law are the following:

-Producing foie-gras is from now on banned, with immediate effect
(it was banned back in 2001 as i said but then legalized again)

-Pulling out feathers from live geese is illegal.

-Fur farming regulations will follow the same dates set in 2001, without
the delay approved later to help farmers. This means that by 1st of
january 2008 mink and chincilla farms will have no cages and the animals
will be raised on the ground with water pools... and of course no mink
farm can do that and make money....
so, if berlusconi is not going back to power to change once again this law
in the next few months, we could really see all fur farms closed in Italy
next year!

It sounds great but I'm sceptic as to it being implemented so soon as next year.
Farmers will break the rules until they are forced to comply. :(
